Luis brings extensive international experience in strategic management, digital innovation, and team development. He co-founded and led Jobartis, the leading job portal in Central Africa, as well as a renowned recruitment firm, and has headed numerous projects in the digital field. Throughout his career, he has also worked closely with institutions such as the European Union, the World Bank, and the African Development Bank, focusing his efforts on private sector growth and digitalization processes.
He holds a PhD in Economics from the University of Nottingham and a Master’s degree in European Economic Studies from the College of Europe, and is fluent in Spanish, English, French, and Portuguese.
